Cesar Flores is a veteran educational leader with over 20 years of experience driving transformational change across diverse school communities. Known for his strategic vision, equity-centered leadership, and unwavering commitment to student success, Cesar has served as principal at multiple middle and elementary schools across Southern California. Under his leadership, schools have implemented impactful systems such as Multi-Tiered Systems of Support (MTSS), Positive Behavioral Interventions and Supports (PBIS), and restorative practices—resulting in significant gains in student achievement, attendance, and school climate.
Cesar’s expertise spans curriculum innovation, instructional leadership, stakeholder engagement, and program compliance. He has successfully led school modernization efforts, secured multimillion-dollar grants, and built meaningful partnerships with organizations such as Rio Hondo College, AltaMed, and CABE to support students and families beyond the classroom. A product of Santa Ana himself, Cesar brings a deeply personal commitment to the communities he serves, often referring to his work as “coming home to give back.”
Currently serving as President of CALSA’s Orange County Chapter and the 2025 recipient of the Marcus Foster Administrator of Excellence Award, Cesar continues to mentor emerging leaders while championing inclusive, future-ready education. His leadership is rooted in the belief that true impact comes from building systems that outlast individuals—nurturing seeds of change that grow through collective commitment.
