Alma R. Ulloa currently serves as the Assistant Superintendent of Special Education and Student Support Services for Bellflower Unified School District, bringing over 25 years of distinguished experience in education. Her comprehensive career path includes roles as an instructional aide, general education teacher, and special education specialist (both Resource Specialist Program and Special Day Class), culminating in several leadership positions within special education administration.
Alma holds a Bachelor's degree in Sociology from UC Irvine and a Master's in Special Education from Chapman University. She is currently pursuing a Doctor of Educational Leadership degree at Cal Poly Pomona, where her research focuses on educational equity. Her doctoral dissertation examines the disproportionate representation of Latinx students in special education, specifically analyzing how assessment practices and the application of exclusionary factors impact identification and placement decisions.
